The Regional Development Council of Davao Region (RDC XI), through its Regional Project Monitoring Committee (RPMC) chaired by NEDA XI Regional Director Maria Lourdes D. Lim, CESO II, spearheaded the conduct of the 2-day Orientation and Hands-on Training on the Innovative Platform for Programs/Projects/Activities’ Location Assessment, Monitoring, and Budgeting for Development Planning and Governance (IPA-LAMDAG) System on January 13-14, 2022 via Zoom videoconference.
The said activity aims to orient the end users (implementing agencies/offices) on the salient features, operability and administration of the IPA-LAMDAG System for Davao Region or the IPA-LAMDAG XI.
The 2-day activity gathered a total of 207 participants from National Government Agencies (NGAs)/Regional Line Agencies (RLAs), State Universities and Colleges (SUCs), Government Owned and Controlled Corporations (GOCCs), members of the Provincial, City and Municipal Project Monitoring Committees (P/C/MPMCs), Electric Cooperatives, Water Districts, Medical Centers, and monitoring units of the Armed Forces of the Philippines (AFP) – 10th Infantry (Agila) Division together with its Infantry Battalions, and the Philippine National Police (PNP) – Police Regional Office XI along with its Davao City and Provincial Police Offices.
Director Lim, the RDC XI Vice-Chairperson and RPMC XI Chairperson, highlighted in her Opening Message that the IPA-LAMDAG XI aims to integrate automation into work methods and procedures to increase work productivity and improve database systems, particularly for the monitoring and evaluation (M&E) of programs, projects and activities (PPAs) implemented in Davao Region. NEDA XI has engaged NEDA X for the installation and operationalization of the IPA-LAMDAG System in NEDA XI through a Memorandum of Agreement. She further shared that, as of January 2022, all NEDA Regional Offices in Mindanao are currently assisted by NEDA X on the adoption of the aforementioned System in pursuit of an integrated project monitoring system across all regions.
Regional Director Mylah Faye Aurora B. Cariño, CESO III of NEDA X presented the salient features of the IPA-LAMDAG System, a web-based geo-spatial platform for generating Regional Project Monitoring and Evaluation System (RPMES) reports and an upgrade from the conventional and manual consolidation of various project implementers’ reports that were submitted in spreadsheets/MS Excel format on a quarterly basis. The System, developed by NEDA X, is an initiative in improving the monitoring of programs and projects implemented in Northern Mindanao which provides evidence-based and real-time information to aid in policy and decision making.
EnP. Rodolfo “Pong” T. Serrano, Jr. of the Project Monitoring and Evaluation Division (PMED) of NEDA X demonstrated how to utilize the IPA-LAMDAG XI, particularly in the generation of RPMES Forms 1-4 which are the RPMES input forms regularly submitted by the implementing agencies.
In his Closing Remarks for the activity, RDC XI Secretary and NEDA XI Assistant Regional Director Gilberto A. Altura extended his sincerest gratitude to the resource persons from NEDA X for sharing their time and expertise on the database system. He emphasized that the activity is just the beginning of Davao Region’s journey to migrate to a web-based geospatial technology for monitoring and evaluation of PPAs in 2022. While there might be initial challenges in the operationalization of the System, ARD Altura stressed that in the long run, the RDC XI, together with its implementing agencies, shall reap the benefits of its hard work and achieve a more accurate and real-time collection and processing of data/information on the status of development projects implemented in Davao Region.
