Dir. Alex C. Roldan, Regional Director of DILG XI, presented key updates on the implementation of the NTF-ELCAC’s Barangay Development Program (BDP) projects in Davao Region during the 3rd Quarter Meeting of the Regional Development Council XI on September 14, 2021 (via Zoom). The Barangay Development Program is the hallmark program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) with the aim of bringing development to former conflict-ridden communities through the implementation of various socioeconomic development projects for barangay beneficiaries. The NTF-ELCAC is chaired by President Rodrigo R. Duterte.
In his report, Dir. Roldan said that as of September 10, 2021, the Region is implementing 607 projects in 215 barangays with a total cost of PhP4.3 billion, which has been released to implementing local government units. The 607 projects include 233 farm-to-market roads, 158 water and sanitation projects, 42 rural electrification projects, 30 school building projects, and 29 health station projects, among others. Currently, 222 projects are undergoing pre-procurement activities, 189 projects are in the pre-bid conference stage, while about 59 projects have already been issued Notices to Proceed.
In terms of geographical distribution, the majority of the BDP projects is being implemented by Davao City with 230 projects, followed by Province of Davao Oriental at 138 projects, and then by the Province of Davao de Oro at 128 projects. Davao Occidental is implementing 27 projects, while 29 projects are being implemented by Davao del Sur, and Davao del Norte is implementing 6 projects. Among component cities of the Region, Panabo City is implementing the most with 40 projects, followed by Mati City with 5 projects, and by Digos City with 4 projects.
With the accelerated implementation of the BDP projects in Davao Region this year, the Regional Development Council XI gave its all-out support for its continued implementation next year by passing RDC XI Resolution No. 89, s. 2021, entitled “Enjoining Congress to Support the Continued Implementation of the Barangay Development Program (BDP) in Davao Region for FY 2022”. The Council underscored the crucial role of the Barangay Development Program in helping the Region achieve its development outcomes, particularly in peace and development and further ensuring that development shall reach the conflict-affected and poor communities.
