The Regional Committee on Devolution (RComDev) provided updates on the  submission of Local Government Units’ (LGUs’) and the National Government Agencies’ (NGAs’) Devolution Transition Plans (DTPs), and status of evaluation by the Department of Budget and Management (DBM) during the Regional Development Council (RDC) XI CY 2022 2nd Quarter Meeting on June 21, 2022 at the SMX Convention Center, Lanang, Davao City.

The Davao Region RComDev which the Department of Budget and Management XI chairs, reported that 1,162 or 100% of the barangay LGUs in Davao Region have submitted their DTPs as of June 16, 2022.  These barangay DTPs are in various stages of evaluation.

At the national level, the National ComDev also reported that 18 out of 20 or 90% of NGAs have submitted their DTPs as of June 16, 2022.  Of the 18 DTPs, two were already approved by the National ComDev and these are the DTPs of the Department of Health (DOH) XI and the Commission on Population and Development (CPD) XI, an attached agency of the National Economic and Development Authority.

The remaining 16 NGA DTPs are in various stages of evaluation.  In-depth evaluation have been completed for the DTPs of Department of Finance (DOF), the Department of Tourism (DOT) and National Irrigation Administration (NIA).  On the other hand, the DTPs of the Department of Education, the Department of Trade and Industry (DTI), the Department of Social Welfare and Development (DSWD), the Department of the Interior and Local Government (DILG), Department of Science and Technology (DOST), the Department of Human Settlements and Urban Development (DHSUD), the Department of Public Works and Highways (DPWH), the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), and the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) are currently  being evaluated.  The Department of Transportation (DOTr), the Department of Justice (DOJ), and the Department of Labor and Employment (DOLE) are in the process of revising their DTPs to integrate the recommendations of the ComDev.

Rule V, Section 12 of Executive Order 138, entitled “Full Devolution of Certain Functions of the Executive Branch to Local Governments, Creation of a Committee on Devolution, and For Other Purposes”, provides for the preparation of Devolution Transition Plan by the national government agencies with devolved functions and services to the local government units, pursuant to Republic Act No. 7160, otherwise known as the Local Government Code of 1991.  The concerned NGAs are required to prepare and submit the DTPs within 120 days from the effectivity of the Executive Order.  Likewise, the DBM is mandated to evaluate and approve the NGA DTPs, complete and with properly filled out Annexes, within 120 days upon its receipt. – Ruth C.
